EXCECUTIVE SUMMARY
The Rarieda Sub-county is faced with a lot of problems ranging from environmental, socio cultural, socio economic and health issues that impact negatively on this population whose results are orphans and vulnerable children. It is from this background that the Nyanza North B3 was formed to help this community.

Nyanza North B3 would like to focus on essential needs of this community in a holistic and result oriented manner, particularly on supporting OVCs, Health, Education, Nutrition and food security not excluded.
Main activities on supporting OVCs will include creation of most accurate data on OVCs following HIV/AIDs pandemic. On health, awareness will include basic health needs and motivation towards utilization health services, VCT, Promotion of use of clean water and proper sanitary waste disposal, development and establishment of community health management information systems , capacity building, promotion of good reproductive health practices, development  and production of information materials relevant to the communities, promotion of school health and effective monitoring and evaluation.

Under education, the Nyanza North B3intends to work with the Local Primary and Secondary schools to improve the standard of teaching offered to the children,  (OVCs). The children will also be assisted with educational materials besides basic needs like uniforms, shoes, blankets, mattresses, food and the like.
On the food security, the new and useful agricultural practices will be taught to the people within the project area, particularly men and women and when possible seeds and inputs will be distributed amongst communities. It is also the intention to provide OVCs and MVCs with at least one meal a day in school feeding program supplied by the project and in later date community farms and school gardens will supplement.

Through the implementation of activities, the following results will be realized: An overall Advisory Committee will be set up with 3 main sub communities each for OVCs’ Education; Health; Nutrition and food security not excluded.
Own resource persons will be involved in all sectors; these will include CORPS, CHWs, Education Advisors, Stakeholders and community opinion Leaders.
It is intended that the program will be a comprehensive one and the duration God willing will be one year.
  

INTRODUCTION AND BACKGROUND

The Nyanza North B3 Management has come up with an effort to address many challenges faced by families due to HIV/AIDS pandemic, the absolute poverty in Rarieda Sub County  and the natural and man made disasters that has occasioned most children to be OVCs within this community hence dropping out of school.

BACKGROUND
Rarieda Sub County is relatively a new Sub County in Siaya County, having been hired off Bondo as recently as 2007. The total population is slightly over 115, 300 persons. The majority of the population resides in Low land areas that are prone to drought, famine and floods.

The Rarieda Sub County experiences a bi-modal rainfall pattern; long rains occur from March to June while Short Rains occur October to December. Key crops grown includes maize, beans, groundnuts, potatoes, sorghum, millet and cassava which are not doing well due to unpredictable rainfall.

The Sub County has net deficit and local production accounts for no more than half of the region’s demand.  Generally, low production is attributed in part, to Sub-optimal adoption of recommended agronomic practices. Fish production is an important source of food and income for most families residing in the perennially drought prone areas along the along the lakes periphery.

The above situation has been aggravated by the effects of the post election violence in 2007/08 that affected most parts of Kenya. The results of this being the indulgement in into unsafe sex practices which culminated to many families getting orphaned due to HIV/AIDs scourge.
The 2014 short rain seasons began early but ended prematurely, lengthening the dry spell. This rainfall ceased at the crops’ critical flowering stage, causing substantial reduction in yield. This lowered food production in the low lands which impacted negatively on household food security. This compounded the impacts of high food prices leaving the victims of HIV/AIDs and in particular the OVCs with no option but to seek support from child friendly organizations / institutions to cater for basic needs and school fees.

Soil fertility is a major challenge for farming (64%) followed by soil erosion (14%) and trigger weed (11%) making Rarieda Sub County food deficient by more than 50% of its annual requirement.

Recognizing that there is need for an urgent intervention to address this complex emergency, Nyanza North B3 seeks funding to help with emergency food aid ( Schools feeding program to OVCs in various identified schools  to defer school dropouts at this current  a cute  food insecurity in the hope that the current rains will result to these households embarking on recovery efforts , though this  will require a series of good season combined with longer term intervention to support proper restoration of sustainable resilient livelihoods

The Nyanza North B3 has conducted a detailed participatory appraisal and got baseline  information on food insecurity situation to OVCs and has started community contribution towards school feeding program to two schools with a view to contain OVCs in school hence good performance. The Nyanza North B3 project steering Committee did the following:

1.      Mitigated the effects of HIV/AIDs in two locations in the Sub County.
2.      Tried to increase the capacity of the community, families, and orphans (OVCs) to respond to the needs of HHs in distress and vulnerable to food insecurity as a crisis. The later will be achieved when we partner with SSASPF International and we network with the existing child friendly organization on the ground  and to collaborate with Learning Institutions; Health; County Government , Childrens’ department (DCO) and CACC and other Stakeholders)

                                   

GOAL:- The Nyanza North B3 is made up of stakeholders and representatives from 4 Locations of Rarieda Sub-County. The Group is represented equally by both men; women of integrity in the community. The Group is guided by Christian Principles. In the group are those in the child Right body in the Sub County and those working with OVCs, MVCs and CHWs.
Among stakeholders are many retired professionals and ordinary resourceful people. The committee is quite representative   and sensitive to gender balance. Its overall goal is to continue to protect and manage community programs funded by the donor and to give guidance and direction.

The vision of the group is to ensure that orphans(OVCs) and most vulnerable Children (MVCs) in Rarieda Sub-County are developed and supported. The mission is to empower support and eventually develop the orphans (OVC and MVC) in Rarieda Sub-County through support, good health, quality education and even nutrition to OVCs.

OBJECTIVES: OVC
-          To support and develop 400 OVCs Rarieda Sub County.
-          To benefit 180 vulnerable families directly or indirectly.
-          To advocate for VCT to enable community know their status and finally have health care.

Education
-          To empower the child (OVC) with quality education.
-          To assist schools, to have and maintaining good learning environment to all, both, infected and even those not affected with HIV/AIDS.
-          Assist in the provision of school fees, uniforms, school bags, shoes, blankets, mattresses, sheets, stationeries and food supplement to OVCs, improved shelter.
-          To  support gender education on equal basis.
-          To introduce school Child Rights Clubs.

Health
-          To improve  water and sanitation in identified schools and community points
-          Provide sanitary towels/pads to the girl child
-          To encourage Home Based care (HBC) to people living with HIV/AIDs (PLWAS) through home visits by the social workers (CHW).
-          To promote health education in schools through health Clubs

The   Expected outputs
1.      We shall have  a well learned OVCs fitting in the society hence becoming resource persons.
2.      We shall have a modern Learning Institutions with equal rights to all.
3.      We shall have a community accessing health facilities for VCT and knowing their status in good time and upholding hygiene.


PROBLEM STATEMENT AND JUSTIFICATION
High levels of food assistant to OVCs and other basics are required including health care to cushion 400 OVCs and 180 households in Rarieda Sub County beyond the prices have increased by between 80% to 100% above normal. These rising food prices as well as declining livestock prices  observed since the third quarter of 2013, have erode livestock prices  and cereals terms of trade leading to reduced households purchasing power.

As a result they are forced to significantly compromise their food consumption level both in terms of diversity and frequently. Own production is limited due to lack of agricultural inputs, difficult market purchase and limited coping strategies. There is reduction in the number of meals consumed per day by OVC children (85% have one meal per day) (Ministry of health/ UNICEF/WFP, 2009).
This clearly indicates that there is serious food shortage to OVCs at household level, owing to limited or no food stock, leading to adaptation of several negative copying strategies that have serious consequences in terms of human well being and development outcomes. The food insecurity situation is compounded by poverty at 74%and the upsurge in water, viral and vector borne diseases.
The situation has impacted negatively on the OVC, Health, Education sector and nutrition status of the households in Rarieda sub county and particularly the most vulnerable groups such as children (OVCs) under 15years, pregnant and lactating mothers as well as the HIV/AIDS positive class (KRCS Rapid Assessment Report, April 2009). This has exacerbated existing chronic conditions like HIV/Aids, diabetes and cancer.
Proposed activities will involve integrated services through providing food aid, Education OVC, strengthening surveillance and increasing awareness on VCT and community diseases using trained Corp-volunteers.

JUSTIFICATION
The fact that lives is to enhance household productivity and the retention of children (OVC) in school is more than a long term opportunity, it’s the only thing to do. The project will significantly sensitize the community to accommodate OVCs and cope with outbreaks and will give away for better and informed copying mechanisms and subsidize the development partners effort in poverty eradication and the fight against pandemic and endemic diseases including HIV/AIDS and food insecurity. Food, Education and Health are basic human rights and are perquisite for rapid socio-economic development, hence the intervention to mitigate the effects of HIV/AIDS, the orphaned, food insecurity in sub county of extreme poverty at 74%.

Activities
-          Community mobilization and sensitization through barazas, schools, health field days, churches and public notice boards.
-          Baseline survey for accurate data for accurate data on Ovcs and family affected and infected by HIV/AIDs scourage. Applies to men and women.
-          Identification of OVCs and MVcs within 4 location in Raried Sub County.
-          Form3 project Sub Committees for effective     management of the project e.g OVC; Education and Health.
-          Consult and partner with relevant organizations including Government                                                                              ministries.
-          Workshops for capacity strengthening and try to include sustainability knowledge in good time.
-          Provide basics to OVCs e.g. cloths, shoes, mattresses, blankets, sheets, books, bags, food, shelter, pads,
-          Provide water tanks to identified schools to store rain water.
-          Construct more toilets in schools within the program.
-          Consult on matters of Education with principals. Head teachers of schools and BOM.
-          Use government health facilities, within the Sub County on OVCs health survey.
-          Involving beneficiaries in project implementation as role models.

Monitory and evaluation
The framework matrix Nyanza North B3 provides, impact, success and will indicate the project implementation along with corresponding means of verification. This will form the basis                      in which the project’s monitory and evaluation system will be built. The project will also give room to development partners to carry out social audit at the programs initial stages transparency purposes. The management team will also foreword to all development partners and stakeholders the quarterly progress report.

Sustainability
The project sustainability over along time is premised on the ability of the local community and more so the beneficiaries to assume full ownership and management of the activities.
As already indicated, the project management and beneficiaries are drawn  over the Rarieda Sub County and sustainability will be reinforced  through appropriate capacity building to ensure project is regard as of critical importance to its long term due to the fact that women are better custodians of community resources and are 53% of the population.
